TRUMP DOWNPLAYS VIRUS THREAT President Donald Trump’s insistence on downplaying the coronavirus risks reached a new and dangerous height as he scoffed at medical advice and threatened to reopen the economy despite skyrocketing sickness. At the White House daily coronavirus briefing, the president focused on wanting to reopen businesses very soon despite global guidance to essentially shut down societies and encourage people to stay home. Meanwhile, Trump is retreating to an old standby to defend his lackluster pandemic leadership: Obama. [HuffPost]

CHINA TO END MONTHSLONG HUBEI LOCKDOWN Chinese authorities announced they would end a two-month lockdown of most of virus-hit Hubei province at midnight. People with a clean bill of health will be allowed to leave. The city of Wuhan, where the outbreak started in late December, will remain locked down until April 8. Hubei has seen almost no new infections for more than a week. [AP]

U.S. SLASHES $1 BILLION IN AID TO AFGHANISTAN The Trump administration is slashing $1 billion in assistance to Afghanistan. The decision to cut the aid was made on Monday by Secretary of State Mike Pompeo after he made an unannounced, urgent visit to Kabul to meet with Ashraf Ghani and Abdullah Abdullah, the rival Afghan politicians who have each declared themselves president of the country after disputed elections last year. Pompeo had hoped to break the deadlock but was unable to. [HuffPost]

BIDEN EMERGES, SLAMS TRUMP'S RESPONSE Former Vice President Joe Biden delivered remarks from his home in Delaware in an effort to reignite his presidential campaign during the coronavirus outbreak, and he blasted Trump for being slow to respond to the health crisis. “The president says no one saw this coming. Well, that’s just not accurate,” Biden said.  [HuffPost]

THE REPUBLICAN CORPORATE BAILOUT IS OBSCENE Economists at Goldman Sachs expect the U.S. economy to shrink by an unprecedented 24% next quarter. But with the Federal Reserve’s announcement that it would be providing unprecedented, direct support to both small businesses and large corporations, the central bank ensured that firms can get access to government-backed loans with no strings attached. Given that support, there's no excuse for the corporate bailout legislation Trump's administration and the GOP-led Senate are pursuing. [HuffPost]

CORONAVIRUS PACKAGE AGAIN FALLS SHORT A far-reaching coronavirus economic stimulus package failed to advance in the U.S. Senate on Monday as Democrats said it contained too little money for hospitals and not enough restrictions on a fund to help big businesses.  The 49-46 vote left the sweeping measure short of the 60 votes needed to advance, as the chamber remained deadlocked for a second day. Dan Patrick for saying that “lots of grandparents out there” are willing to take a chance against the coronavirus in order to save the economy. Speaking on Fox News, Patrick, 69, agreed with Trump’s support for a quicker end to the shutdowns that have stalled the economy. [HuffPost]

NEARLY 1 IN 3 AMERICANS TOLD TO STAY HOME Nearly one in three Americans have been ordered to stay at home to mitigate the spread of the coronavirus. More than 100 million Americans are now impacted by the restrictions. The U.S. has recorded more 46,000 coronavirus cases. Nearly 600 people have died. [HuffPost]

HEALTH CARE WORKERS STRUGGLE WITH LACK OF GEAR Health care workers are making adjustments to conserve a limited supply of protective gear as they treat a growing number of COVID-19 patients. But without swift action from the government, they worry they won’t have enough to keep themselves or patients safe ― a situation that would be dire for all involved. [HuffPost]

TOKYO OLYMPICS WILL BE POSTPONED The 2020 Tokyo Olympic Games will be postponed due to the coronavirus pandemic, International Olympic Committee member Dick Pound said. “On the basis of the information the IOC has, postponement has been decided,” Pound, a longtime member of the committee, told USA Today. “The parameters going forward have not been determined, but the Games are not going to start on July 24, that much I know.” [HuffPost]

HOUSE DEMOCRATS ADD CLIMATE RULES TO STIMULUS BILL

House Democrats directed new funding to science agencies and outlined strict new rules to cut airlines’ climate-changing pollution in a draft of a federal stimulus bill to blunt the economic trauma of the coronavirus pandemic. The 1,119-page bill aims to defibrillate the economy, fund new research and provide a lifeline to households struggling amid the job cuts that followed calls to shut down most businesses. In a regulatory filing, PG&E said the plea by its Pacific Gas & Electric unit was part of a March 17 agreement with California and the Butte County District Attorney’s office. [Reuters]
