WORLD SCRAMBLES TO CONTAIN 'INVISIBLE ENEMY' Coronavirus fears led to a historic drop in U.S. stocks, shut borders and disrupted daily life around the world, as governments took increasingly drastic measures to try to reduce the severity of the global outbreak. Financial markets had their worst day in 30 years despite emergency action by global central banks to try to prevent a recession, with U.S. stock markets falling 12% to 13%, wiping out trillions of dollars in market value. SCHUMER CALLS FOR $750M BOOST AMID OUTBREAK Senate Minority Leader Chuck Schumer (D-N.Y.) announced that Democrats are preparing a relief bill totaling at least $750 billion in response to the growing coronavirus outbreak battering the nation. Schumer said the proposal, which he plans to unveil in detail on Tuesday, would get money into the hands of the American people and include federal funding to fight the spread of the disease. TRUMP'S HATEFUL VIRUS TWEET U-TURNS MOMENT OF PRAISE President Donald Trump sent a xenophobic tweet Monday evening, noting that he plans to bail out airlines and other industries “that are particularly affected by the Chinese Virus.” Hours earlier, Trump won faint praise for a White House news conference on the coronavirus outbreak that finally offered a relatively sober assessment, though he failed to impose any meaningful restrictions. DOW DIVES WITH WORST ONE-DAY DROP IN HISTORY U.S. stocks fell sharply as the Federal Reserve’s drastic move to cut interest rates to near zero fueled anxiety over the extent of economic damage from the coronavirus pandemic. The Fed’s second emergency interest rate cut in less than two weeks and its pledge to purchase more than $700 billion in assets came late on Sunday, ahead of its scheduled policy meeting on Tuesday and Wednesday. DOJ MOVES TO DROP CHARGES AGAINST RUSSIAN FIRMS IN ELECTION INTERFERENCE The Department of Justice filed a motion to drop all charges against two Russian shell companies accused of interfering in the 2016 presidential election, saying the firms were attempting to exploit the court system to gain access to sensitive information that could hurt U.S. national security. Concord Management and Concord Consulting were charged in a 2018 indictment by special counsel Robert Mueller alongside 13 Russians and a troll farm. [HuffPost]

GOV. CUOMO: VIRUS WAVE IS ABOUT TO BECOME A TSUNAMI New York Gov. Andrew Cuomo (D) is warning that the worst of the COVID-19 outbreak is yet to come. And the health care system, he said, simply isn’t ready for what’s about to happen. Cuomo told CNN’s Chris Cuomo, his brother: “I don’t see a curve; I see a wave. And the wave is going to break on the health care system, and I am telling you, my little brother, it is going to be a tsunami.” [HuffPost]


ITALY HAS BEEN TRYING TO WARN US. WILL WE LISTEN? Italy’s coronavirus infections have surpassed 24,000. Over the weekend, the country reported 368 deaths in 24 hours ― a toll that exceeded China’s highest single-day number at the height of its outbreak. Humbled by the experience of showing the world what not to do, quarantined Italians, including health care workers, are sharing what they’ve learned, admonishing people to take the virus seriously and to heed advice not to gather. NATIONAL TEACHERS UNION CALLS FOR SCHOOL SHUTDOWN 

The National Education Association is calling on all schools to shut down immediately for at least two weeks to combat the spread of COVID-19. The Centers for Disease Control and Prevention “has recommended banning all gatherings of more than 50 people, but exempted schools. We are calling on the CDC to update their guidance,” said a statement from NEA President Lily Eskelsen García. [HuffPost]


OHIO POSTPONES PRIMARY Ohio Gov. Mike DeWine (R) declared a statewide health emergency in order to postpone Tuesday’s primary election due to the coronavirus, overriding a judge’s ruling just hours earlier that blocked the governor’s request to delay the election until June 2. “To conduct an election tomorrow would force poll workers and voters to place themselves at an unacceptable health risk of contracting coronavirus,” DeWine tweeted. TRUMP ON HIS RESPONSE TO CORONAVIRUS: 'I'D RATE IT A 10' 

During the White House’s daily coronavirus news briefing, Yahoo News reporter Hunter Walker brought up the president’s previous comments about not being responsible for the country’s lack of testing. “Very simple question: Does the buck stop with you?” Walker asked. “And on a scale of 1 to 10, how would you rate your response to this crisis?” “I’d rate it a 10,” answered Trump, whose leadership during the crisis has been marked by disinterest, lies and inaction. “I think we’ve done a great job.” [HuffPost]
