Powell, who runs a nonprofit organization dedicated to arts and culture. He previously sat on the board of the St. Louis Zoo Museum District, which governs the city zoo and other museums.Powell said investing in the arts would improve life in St. Louis, especially for African-American communities. He's seeking funding so he can create a new African-American museum inside the Zoo Museum District. St. Louis-area voters, he said, have an important choice to make.“It’s a simple majority,” he said. “A four-cent [tax] increase would generate $11 million each year for this institution.”Powell also said he doesn't think that African-American artists get enough attention generally.“Nobody writes about us,” he said. “Name five nationally known African-American visual artists, living or dead.
